EU Leaders Give AI a Dedicated Summit
Dublin hosts the first leaders-level meeting built around a single topic, with no budget decision expected.
European Council President António Costa invited EU leaders to an informal summit in Dublin on 13 November 2026 devoted entirely to artificial intelligence, the first at leaders’ level. Mistral chief executive Arthur Mensch will address Europe’s competitive position and dependence on outside suppliers; Nobel laureate Geoffrey Hinton will cover societal impact, security and trust. A steering note concedes Europe’s reliance on non-European providers across computing power, models, semiconductors and cloud, and points to the proposed European Competitiveness Fund as the likely vehicle. Leaders are expected to return to the subject in 2027.
